Robert F. Mujica Jr. claims control over $20 million in legislative funds for municipalities
On July 20, 2026, Metro reports that the Financial Oversight and Management Board will exercise control over $20 million included in the revised fiscal year 2026 budget for municipal projects. Executive director Robert F. Mujica Jr. writes to Senate president Thomas Rivera Schatz and House speaker Carlos Méndez Núñez. The permanent-improvements line, the letter Metro reproduces says, is subject to the body's approval under PROMESA.
The presentation must identify, for each project, the municipality, a description, the estimated cost, and supporting documentation. On July 7, the Senate had sent a first list to begin distributing $10 million of that appropriation. The Board concluded that that documentation is not enough to authorize the use. Metro does not publish in this note the Senate listing or the cost of each work.
The Board adds a distribution criterion: in drawing up the list, priority must be given to municipalities that did not receive resources in prior distributions under the revised fiscal year 2025 budget or through the permanent-improvements appropriation administered by the Office of Management and Budget. It included a listing of 36 municipalities already benefited and noted that new proposals must favor the rest. This magazine does not reproduce those 36 names if Metro does not put them in the body that remained in view.
On July 21, NotiCel will cover another $20 million resolution, this time for nonprofit entities, awaiting the signature of Jenniffer González Colón. That is another line, another law, and another date. It is not confused with these $20 million in municipal permanent improvements. It is also not mixed with the federated mayors' $52.6 million claim that Ey Boricua covered on July 9.
Robert F. Mujica Jr. speaks as the Board's executive director; Thomas Rivera Schatz and Carlos Méndez Núñez appear as addressees. Jenniffer González Colón does not speak in this piece. The reader who wants the letter has the Metro URL at the foot.
