OGP will administer the Government's new purchasing system

On July 8, 2026, NotiCel reports that Governor Jenniffer González Colón indicated that the Office of Management and Budget will be in charge of operating and maintaining the Government's ERP purchasing system. "We are talking about the filing of government purchases, so in that sense purchases would be made through the system (ERP) because they are for the whole government," she answered at a press conference at the Department of the Treasury. To date, 66 central-government agencies were integrated. The Department of Education, the agency that represents 50 percent of purchases, is the first that will process them through the ERP. "Starting in January, ASG will not make the purchases," Jenniffer González Colón stated. Itza García and Francisco Domenech were in charge of putting the system in motion, according to the outlet.

The ERP concept, NotiCel writes, began between 2015 and 2016. The first failed implementation attempt was between 2017 and 2020. An audit by the Office of the Comptroller concluded that the initial $32 million investment did not obtain returns because of ineffective communication, prior contracts, lack of human capital, and coordination failures. The initiative was revived in 2022 and stopped two years later because the Financial Oversight Board identified critical deficiencies. Itza García, undersecretary of the Governorship, explained that the integrated system includes finance, supply chain, and human resources, and that the Government, for the first time, would have to work as one. Today, she said, ASG runs J.E.D.I. and Hacienda has PRIFAS; the ERP comes to replace them. The center of excellence, she added, will live at OGP. She rejected a disruption of purchases while ASG keeps its faculties in law. Karla Mercado, ASG administrator, indicated in the Legislature that the budget recommended by the Board for 2026-27 was $23.7 million.
