Jenniffer González Colón distributes a $635 million surplus and vetoes budget line items

On July 1, 2026, Ey Boricua reports that Governor Jenniffer González Colón issued a line-item veto to distribute the savings in the Government of Puerto Rico's revised budget for fiscal year 2025-2026. The outlet, citing EFE, puts the surplus at $635 million. That announcement, according to the coverage, arrived at the edge of Tuesday night, the last day for the Legislative Assembly to approve measures, after she signed the distribution of those funds by joint resolution.

Jenniffer González Colón, in the statement Ey Boricua reproduces, says she will not allow amendments to put at risk the work of balancing the budget, still less when that $635 million surplus was achieved. The amendment sent to the Legislative Assembly, according to the outlet, directed savings toward paying the teachers' career-ladder debt, put at $90 million; $5 million to SER de Puerto Rico; money for the general fund; payments on other debts; and special education, among other lines. Those figures are the governor's via Ey Boricua. This magazine does not audit them.

The same note says the Financial Oversight Board issued a letter alleging that the Legislative Assembly was not reaching agreement with La Fortaleza on those amendments. Jenniffer González Colón, according to Ey Boricua, presented the legislation already approved by both chambers and sent to her office. In that letter, the outlet adds, the Board flagged line items that, in its view, were incompatible with a balanced budget. The governor challenged those claims to executive director Robert F. Mujica Jr.; the reply Ey Boricua attributes to her is that those line items did not affect the budget and that the one in force for fiscal year 2026 was balanced. The attribution stands. This magazine does not pick a winner.

That veto and that redistribution are not the imposed budget that NotiCel covered on the same July 1, 2026, with highways, coffee, and special education as the core of the imposition. Nor are they the Board's statement on the PROMESA recount, dated that same day at another URL. Three public actions, three sources. This note covers the $635 million surplus and the line-item veto that Ey Boricua put on the page.

On July 2, 2026, NotiCel reported another savings figure and a transfer to Special Education. That is another date. Here the fact is July 1: Jenniffer González Colón signs the surplus distribution and vetoes line items. The reader who wants the joint resolution or the letter to Robert F. Mujica Jr. has the Ey Boricua URL at the foot.
