LUMA alleges preliminary evidence of pressure from Francisco Domenech

On June 25, 2026, Metro Puerto Rico reports that LUMA Energy's legal representation says it has preliminary evidence of pressure from Gobernación secretary Francisco Domenech to push cancellation of the contract and promote a substitute operator. Attorney Fran Torres Viada, in an interview on Nación Z, says Domenech has taken part in meetings with officials who handle the contract "to influence the criterion and to press for cancellation." He adds that there is proof of efforts "to advance other interests that are not the people's best interests" and announces "aggressive, energetic" discovery.

Metro recalls the context: Francisco Domenech and Governor Jenniffer González Colón have held that the secretary's efforts are the administration's public policy, not improper interventions. The governor, on the campaign and in office, has reiterated cancellation of LUMA's contract as a commitment. The Government sued for alleged breaches. Torres Viada's phrases, Metro says, arrive days after the counterclaim.

On June 18, the same Metro covered Francisco Domenech's sworn statements against Sebastián Negrón Reichard over DDEC decrees. That is another file, another department. On June 23, LUMA had called the annulment suit frivolous and figured 4,500 million dollars. This June 25 note does not prove those pressures: it attributes them to the attorney. The radio interview is not converted into a finding by this magazine.

There is here no name of the substitute operator, nor a memo Metro has transcribed. What remain are Fran Torres Viada's allegations, the public-policy defense Metro attributes to Jenniffer González Colón and Francisco Domenech, and the discovery announcement. The Metro URL is at the foot. This is not original reporting.
