The Negociado orders solar PPOAs revised and Naguabo unified at 45 MW
On June 17, 2026, the Negociado de Energía de Puerto Rico issues a Resolution and Order in docket NEPR-MI-2025-0005 on proposed modifications to Proponent No. 3's contract. The order the document sets is narrow: revise the solar Power Purchase and Operating Agreements. Naguabo remains a single 45 MW project. The first-year tariff has to be the same, or else a weighted LCOE mechanism of the 11-farm portfolio must apply. The deadline the regulator puts is two days.
That docket is not born that Wednesday. On June 5, the same Negociado had determined that Proponent No. 3 met site control and permit criteria, and had ordered the remaining negotiation closed in 20 days. On June 1, the Autoridad de Energía Eléctrica had reported the meeting with the proponent and submitted lease, purchase option, and site-control memoranda. This June 17 resolution is another piece of the same docket: no longer site control, but the shape of the solar contract.
Naguabo's 45 MW and the 11 farms are figures from the Negociado's own PDF, not a tally by this magazine. There is no price per kilowatt-hour here that the document has not put, nor an invented interconnection calendar. Weighted LCOE appears as an alternative to equalizing the first-year tariff. They are two contractual paths, not a verdict on whether the portfolio is built.
Nor is this order mixed with the federal Senate hearing on territories, held that same June 17 in Washington with another URL and another docket. Nor with the Autoridad de Acueductos y Alcantarillados' appearance before Puerto Rico's Senate, covered that day by El Nuevo Día. Three public acts, three sources. This note covers only the solar Resolution and Order.
Whoever wants the PPOA text, Proponent No. 3's commercial name, or the 11-farm breakdown has to open the Negociado PDF. The dated fact is the order to revise the contract, unify Naguabo at 45 MW, and align tariff or LCOE in two days. This is not original reporting.
