The Junta approves with observations the second UPR-Juan F. García amendment

On June 1, 2026, the Junta de Supervisión Fiscal, by letter from its general counsel Jaime A. El Koury to the president of the Universidad de Puerto Rico, Zayira Jordán Conde, approves with observations the second amendment to the contract between UPR and Juan F. García, Inc. The object, in Appendix A, is to build 7,600 additional square feet on the fifth floor of the Molecular Sciences Research Center, home of the Advancing Science and Technology Research and Entrepreneurship Center, ASTREC.

Original contract 2026-000012 had been approved with observations on September 4, 2025, from RFP JSMP 25-007. The maximum payable was 9,200,000 dollars, with a term from September 26, 2025 to October 31, 2026. The first amendment, on April 9, 2026, added 664,245.15 dollars up to 9,864,245.15 for laboratory equipment and furniture, without changing the term. This second amendment adds 128,744.74 dollars and leaves the ceiling at 9,992,989.89, again without touching the deadline. UPR attributes it to clean-room design changes identified along the way.

UPR certifies that the amendment is covered entirely with federal funds from the Economic Development Administration, account 10470.692.000.7711.000.10C119048710.00. The Junta says that, as of the letter's date, there is sufficient fiscal 2026 budget. The review is only of PROMESA section 204(b)(2): market competition and fiscal plans. It is not a legal review of the procurement file. Any material change must be returned before signing.

The same June 1, the Junta signs two other Fomento letters with ROV Engineering, metro region and west region, for FEMA permanent repairs. Three PDFs, three contracts, three ceilings. This note covers only Juan F. García and ASTREC. The three maxima are not added into a single science project.

Nor is the 9,992,989.89 used to talk about AEE debt or the certified budget. It is a university construction contract with EDA funds. Whoever wants the complete observations in the appendix or the history of contract 2024-000085, which the letter cites in a footnote, has the Junta PDF. This is not original reporting.
