ACT and Metropistas adjust toll rates under the highway infrastructure plan

The Highways and Transportation Authority (ACT), led by its executive director Edwin González Montalvo, and the operating consortium Autopistas Metropolitano de Puerto Rico (Metropistas) announced the entry into force of the annual adjustment in toll rates on the concessioned highway network. The rate review applies to expressways PR-22 and PR-5 in the north, as well as to expressways PR-52, PR-66, and PR-53 under the extended public-private partnership agreement.

The automatic increase answers the formula stipulated in the ACT Debt Adjustment Plan, certified under Title III of PROMESA by Judge Laura Taylor Swain and Robert F. Mujica Jr.'s Fiscal Oversight Board. That mechanism adjusts costs to the pace of inflation measured by the Consumer Price Index (CPI) plus a fixed percentage rate, designed to guarantee payments to holders of restructured bonds and to fund the maintenance of bridges and pavement.

Executive director Edwin González Montalvo held that the revenue collected allows financing of resurfacing works and the installation of intelligent transportation systems. Civic organizations, heavy-freight hauler groups, and private drivers, however, have strongly criticized the continuing increases, noting that the rise in tolls punishes workers who commute daily from distant municipalities into the San Juan metropolitan area.
