COR3 speeds FEMA reconstruction-project disbursements to mountain municipalities
The executive director of the Central Office for Recovery, Reconstruction and Resiliency (COR3), Manuel Laboy Rivera, announced the grant of new capital advances to various municipalities in the mountain zone through the Working Capital Advance (WCA) pilot program, backed with FEMA allocations.
The mechanism allows advancing up to 50 percent of the costs of permanent reconstruction projects on public infrastructure (Categories C to G), eliminating the financial barrier that cash-strapped city halls in municipalities such as Utuado, Jayuya, Orocovis, Ciales, and Comerío faced in contracting repair works on bridges, municipal roads, and recreational facilities.
Executive director Manuel Laboy Rivera noted that the initiative has been decisive in unblocking hundreds of works that had remained stopped for lack of municipal liquidity in the face of strict federal reimbursement processes. Mountain mayors recognized the program's effectiveness and asked that administrative flexibility be kept in field inspections.
