GAO 2023: 23.4 billion permanent PA awarded; 1.8 billion expended (~8 percent)

On February 13, 2024, GAO published GAO-24-105557. As of June 30, 2023, FEMA had awarded about 23.4 billion dollars in Public Assistance for permanent work from Irma, María, and the 2019–2020 earthquakes — 9,304 projects. Of that, about 1.8 billion had been expended (~8 percent).

This is a mid-2023 snapshot, not the 2026 COR3 cut. Awarded is not expended.
