Commonwealth certified FY22 budget: 21.4 billion consolidated

On June 30, 2021, the Government of Puerto Rico’s fiscal year 2022 (FY22) budget was certified. The document appears in the Title III docket before the Bankruptcy Court as Debtors’ Exhibit 11 (Case 17-03283-LTS, Doc. 18791-1, filed October 27, 2021).

The certified consolidated budget totals 21.4 billion: 10.1 billion from the general fund, 3.5 billion from Special Revenue Funds and 7.8 billion in federal funds. By general-fund spending type, Payroll reaches 2.8 billion (28%), PayGo 2.1 billion (20%) and operating expenses (Opex) 5.3 billion (52%).

In the agency breakdown (exhibit figures in thousands of dollars, rounded here), Education — the Department of Education — totals about 2.3 billion in the general fund and a FY22 total of about 4.4 billion including special and federal funds. The Health block (several agencies, including the Health Insurance Administration) reaches about 4.1 billion in total FY22. The Department of Public Safety totals about 1.2 billion. The University of Puerto Rico appears with about 628.5 million in the general fund (Opex). Families and Children exceeds 2.7 billion in total FY22, driven largely by federal funds of the Administration for Socioeconomic Development of the Family.

The exhibit clarifies that, by rounding, figures may not sum exactly to the totals and that instrumentalities with independent fiscal plans are excluded. Certified is not disbursed: the document fixes budget amounts, not evidence of executed spending or of fraud.
