FOMB certifies FY21 consolidated budget of $22.229 billion
On June 30, 2020 the Financial Oversight Board certified the FY21 budget of the Government of Puerto Rico. The official document (FOMB — Government of PR FY2021 Budget, General / Special Revenue / Federal) sets a consolidated $22.229 billion: General Fund $10.045 billion, special revenue funds $3.286 billion and federal funds $8.897 billion.
By General Fund spending type, Payroll is about $2.891 billion (29%), PayGo about $2.055 billion (20%) and operating expenses (Opex) about $5.099 billion (51%). The exhibit notes that, by rounding, figures may not sum exactly and that instrumentalities are excluded.
In the agency breakdown (amounts in thousands of dollars in the tables), Education — the Department of Education — reaches a general-fund subtotal of about $2.495 billion and a FY21 total of about $3.969 billion including special and federal funds. The Health block reaches about $5.075 billion in total FY21, driven largely by federal funds of the Health Insurance Administration. The Department of Public Safety totals about $1.341 billion. The University of Puerto Rico appears with about $559.9 million in the General Fund (Opex).
The joint resolution in the exhibit appropriates $10,045,190,000 from the General Fund for government spending in the fiscal year ending June 30, 2021, and refers to the fiscal plan certified May 27, 2020. Certified is not disbursed: it fixes budget authorizations, not evidence of executed spending.
