Government resubmits the September 7, 2018 Fiscal Plan after Notice of Violation
On September 7, 2018, the Government of Puerto Rico resubmitted to the Oversight Board the Fiscal Plan for Puerto Rico (September 7, 2018 revision), after an August 30 Notice of Violation to the August 20 version. The document is a Government submission, not the Board’s later October 23, 2018 certification.
The text places the 2018 sequence: Government plans on Jan 24 / Feb 12 / Mar 23 / Apr 5; the Board certified its own on April 19 and amended it May 30 and June 29, 2018 (“June 29th Certified Fiscal Plan”). On August 1 the Board requested a revised plan with FY2018 data, federal disaster-spend estimates and updated demographics.
Figures from the PDF itself: María would have generated more than $80 billion in damage and a real GNP drop of −7.6% in FY18; the plan estimates that more than $86 billion (about $86.8 billion in one section) in federal relief funds would be invested on the Island — estimate ≠ obligated ≠ disbursed. It compares unequal federal treatment citing a year when the federal government allocated more than $29 billion to one state vs $19 billion to Puerto Rico.
The plan projects a GNP rebound in FY2019 partly from the recovery stimulus, with disaster cost-share (~$3.6 billion on one line) and at least ~$2 billion toward electric infrastructure — document projections, not checks issued.
This note sticks to the September 7 submission; it does not mix in the full text of the October 23 certified plan or convert relief estimates into funds already disbursed by FEMA/HUD.
