联邦公路拟为波多黎各五起道路紧急情况拨款9080万美元
An FHWA table dated June 18, 2026 places Puerto Rico in the national distribution of Emergency Relief for Federal-aid Highways for fiscal year 2026 obligation needs. The territorial row totals a proposed allocation of $90,797,320.64 for five events. Borinquen files it in the September 7, 2026 slot as a contemporary document, without pretending a publication on that day. “Proposed allocation” is the table label and is not translated here as money already disbursed or completed highways.
The largest line is $60,222,918.06 for PR17-1, Hurricanes Irma and María of September 6, 2017, associated in the table with FEMA DR-4336-PR and DR-4339-PR. A footnote indicates that the justification for additional needs for old events was coordinated with the FHWA division office. The document does not detail the segments, contracts, or municipalities that would consume that allocation. Its persistence in FY2026 shows obligation needs linked to a 2017 event, not necessarily new work caused in 2026.
Fiona appears as PR22-1, event of September 18, 2022, and FEMA DR-4671-PR, with $18,319,561.74. Another line assigns $1,742,656.75 to PR22-3, heavy rains and rockfall on PR-52 of October 26, 2022. Keeping them separate avoids attributing all the 2022 money to the hurricane. The table organizes needs by event code; to track spending, that identifier must be kept when requesting projects and obligations.
Tropical Storm Isaias is listed as PR20-2, since July 27, 2020, FEMA DR-4560-PR, with $785,785.99. The fifth line is PR23-1: heavy rains and a sinkhole in the municipality of Naranjito, on April 28, 2023, with $9,726,398.10. The sum of these five lines matches the published territorial subtotal. That arithmetic reconciliation confirms what the table proposes to distribute, not how much FHWA ultimately accepted as eligible cost per site.
The national total in the table is $1,766,153,091.53. Comparing Puerto Rico's subtotal with the total can provide scale, but it should not be confused with a share formula or total damages. FHWA titled the document 'FY 2026 Obligation Needs Nationwide.' Obligation need is a budget category: it indicates how much is proposed to be made available to advance eligible work. Disbursement occurs when reimbursements or payments are processed according to the system and accepted progress.
This source is different from the programmatic sheet of note 808. It explains who is requesting, the damage criteria, the two-year term, and possible shares. This attachment identifies specific amounts and codes. Together they allow for precise questions: what projects make up PR17-1?, what part of the $60.2 million was obligated?, how much was reimbursed?, what scopes are left open?, how are they reconciled with FEMA and local funds? The table alone does not answer these points.
There is also a missing piece of data worth noting: the territorial earthquake of January 7, 2020, does not appear among Puerto Rico's lines in this FY2026 table. Its absence does not prove that it never received ER or that a project was canceled; it only means that this particular attachment does not assign it a line. Ernesto 2024 also does not appear in the ERFA subtotal here. Honest journalism does not turn an annual table into a complete history of the program.
For the road reader in Puerto Rico, each ER code is a file key. PR17-1, PR20-2, PR22-1, PR22-3, and PR23-1 must be requested separately from the Division Office and the territorial road agency. Mixing Fiona with the rockfall from PR-52, or the sinkhole from Naranjito with María, erases the trail. The primary document records proposed allocations; the next document must show obligations, reimbursements, and sites.
Caveat: FHWA uses “Proposed Allocation” and “Obligation Needs”; this note preserves those terms. Proposed allocation ≠ obligated execution ≠ reimbursement ≠ disbursement to the contractor. The attachment does not list individual projects, contractors, physical progress, or cash-out. Figures transcribed from the Puerto Rico and national total rows as of June 18, 2026; slot 2026-09-07.
