Esencia承认含水层不确定且不排除淡化

On September 2, 2026, El Vocero (Pedro Menéndez) reported that Esencia proponents admitted before the Senate they still lack certainty whether the farm’s aquifer can meet demand for the complex (up to ~500 hotel keys and ~1,200 residences) and that solid-waste disposal is also unclear. As contingency they propose desalinating seawater.

Sens. Adrián González Costa and Eliezer Molina Pérez questioned the idea of delivering desalination “surplus” to AAA and surplus solar-microgrid power to LUMA Energy. González Costa recalled a prior AAA request and asked what happens if the aquifer runs dry or desalination fails. Molina disputed flow figures toward Boquerón Bay and said he had referred wetland and saltwater-intrusion concerns to federal agencies.

Thomas Rivera Schatz stressed no permit has been granted: there is a conditioned location consultation; if conditions fail, the project does not proceed. DNER Secretary Waldemar Quiles Pérez reiterated: “we do not know if there is water there or how much.” Ruiz Vargas said the focus is detailed engineering and DNER requirements; he estimated power demand at about 12 megawatts and offered “excess” energy to Cabo Rojo. On trash, Mayor Morales Wiscovitch cited a municipal cell with about $2.2 million USDA Rural Development funding (8–10 year life) and an inability to discriminate waste after federal funds.

Proposed desalination ≠ built plant. Offered surplus ≠ AAA/LUMA agreement. Primary: El Vocero. Cousin: none.
