Genera申请至多$7.3 million用于FY27–FY28环境停机

On September 2, 2026, Genera PR LLC filed at the Energy Bureau (NEPR-MI-2021-0004) seeking prospective budget authorization for environmental outages required by the 1999 federal consent decree on Legacy Generation Assets. This note anchors that filing; budget asked ≠ money disbursed.

Genera seeks up to $7.3 million aggregate for FY2027–FY2028: Costa Sur Unit 5 FY2027 $1.825 million; Palo Seco 4 FY2027 $2.190 million; Palo Seco 3 FY2028 $1.460 million; San Juan 7 FY2028 $1.825 million. It excludes San Juan 9 because, it says, that unit already runs on DOE funds. The consent decree requires an Environmental Outage at least every eighteen months; noncompliance can trigger Tier II stipulated penalties.

The motion warns that the $30 million Contingency Reserve Account deposit ordered June 15, 2026 remains pending, and that without that liquidity Genera would have to pull Forced Outage funds from other accounts, risking delayed maintenance and more outages. It also seeks authorization at least six months before the compliance deadline to contract. Budget request ≠ outage already run; forced outage ≠ a specific metro blackout day.
