Department of Energy (DOE), el U.S. Department of Homeland Security (DHS), el U.S. Department of Housing and Urban Development (HUD) y el Government of Puerto Rico: Collaboration for the Recovery and Resilience of Puerto Rico’s Energy Sector. Primaria: PDF energy.gov (febrero 2022; CreationDate ScanSnap 2022-02-02). Retarget off DOE PR-ERF hub. Cousin: 949 (remarks Granholm PR100).
El MOU afirma que la respuesta federal autorizó historical amounts of Federal recovery funding specifically earmarked for the energy sector, totaling over $12 billion from both FEMA and HUD.
Roles — All Parties: fortalecer Energy Technical Coordination Team (DHS/FEMA + DOE), compartir project proposals temprano, alinear near-term recovery con clean energy objectives, designar POCs, coordinar NEPA/NHPA vía Unified Federal Review (Hurricane Irma FEMA-4336-DR-PR y Hurricane Maria FEMA-4339-DR-PR), campañas de awareness. DOE: trusted coordinator; National Labs vía IRWA; entregar estudio PR100: Puerto Rico Grid Resilience and Transition to 100% Renewable Energy; TA alineada con short-term decisions. Government of Puerto Rico: PREPA y LUMA (T&D O&M Agreement) aportan data; P3A (Act 29-2009 / Act 120-2018) coopera.
Cláusula crítica (Other Provisions I): “This Agreement is not a fiscal or funds obligation document. It does not obligate funds, personnel, services, or other resources.” Cada Party bears its own expenses. No partnership/joint venture enforceable en court. Effective on the date of the final signature; terminable by mutual agreement o 60 days written notice. Autoridades citadas incluyen Stafford Act, Housing and Community Development Act Title I, y appropriations CDBG-DR (P.L. 116-20, 115-123, 115-56) — referencias legales, no montos nuevos.
Etiquetas: MOU ≠ appropriation ≠ obligation ≠ disbursement. Over $12 billion (FEMA+HUD energy, texto MOU) ≠ Acceso Solar $1 billion ≠ PR-ERF FOA ≠ CDBG line items individuales. PR100 mencionado como deliverable ≠ estudio ya presentado (949). Cousin: 949. Topic: both.
Caveat: Etiquetas: MOU DOE/DHS/HUD/PR 2022-02-01; >$12 billion FEMA+HUD energy citados; PR100 vía IRWA; MOU ≠ obligation. Primaria: energy.gov MOU DOE-DHS-HUD-PR PDF; slot 2022-02-01. Obligado ≠ desembolsado ≠ allocated ≠ FOA ≠ robo; acusación ≠ convicción. Cifras solo según el documento citado.
