Контролёр: нет документов для проверки $1,934 million облигаций и $9,035 million долгов

On August 21, 2026, Metro reported the third finding of an Office of the Comptroller audit of the Fiscal Agency and Financial Advisory Authority (AAFAF): auditors did not receive sufficient evidence on $1,934,862,171 of the use of proceeds from five bond issues, nor documentation on $9,035,992,022 in credit lines and other debts. The Comptroller itself clarifies that missing papers does not mean those sums “disappeared”; what could not be verified is whether they were used correctly and for authorized purposes. This note tracks Metro: lack of evidence ≠ theft.

Entities that failed to supply evidence on issues include AAFAF, the Highways and Transportation Authority (HTA), Hacienda, OGP and Ports. Altogether evidence was sought on more than $12,269 million across five issues; ~$1,934 million went uncredited. In the 2014 General Obligations alone ($3,500 million), evidence was missing on $772 million (~$464.7 million refinancing and ~$307.3 million interest). Papers were also missing tied to HTA, COFINA, the extinguished GDB and AFI: e.g. COFINA ~$506.3 million in anticipation notes to a private bank and ~$50 million to the 2008–09 cash-flow deficit; GDB ~$541.6 million.

On debts, Hacienda, Public Buildings, COFINA, PREPA, Ports and OGP did not evidence 36 loans/lines for $6,302 million, three anticipation notes for $1,733 million and one revenue-anticipation obligation for $1,000 million (total $9,035,992,022). Of that, ~$5,523 million had already been paid with funds from the examined issues. At PREPA, six lines with GDB and private banks totaled $971 million; ~$646.7 million were paid with the issue; part of the files had been under LUMA since June 2021. Point findings: 2014 GO left $1,931,116 unused in a GDB account (2015–2018); GDB overpaid Bond/Disclosure Counsel by $218,333; failed to deposit $173,216 in an HTA issue Construction Fund.
