Habitação pública a Emenda 5 do plano CDBG-MIT aprovada pelo HUD
On September 17, 2026, the sister note of the batch is anchored in the public record of Housing / recuperacion.pr.gov regarding the 5th Amendment to the CDBG-MIT Action Plan (Substantial), effective October 21, 2025, after HUD approval. It is not Amendment 4 (filed in another note) nor the draft of Amendment 6: it is the final APA5 version that the portal describes as 'Final version approved by HUD on October 21, 2025,' with posting visible on October 24, 2025. The file slot is September 17, 2026; the institutional peg is October 2025.
The macro framework of CDBG-MIT in Puerto Rico, according to the Housing program page, originates from a HUD allocation on January 27, 2020, of $8.285 billion to the Government of Puerto Rico for mitigation —dollars intended to reduce future risks, not just to rebuild damage tied to a specific hurricane. The initial Action Plan was approved by HUD on April 19, 2021, and the grant agreement was executed on May 12, 2021. That genealogy matters: appropriated / allocated by HUD ≠ approved Action Plan ≠ substantial amendment ≠ cash disbursed to a dam, road, or trauma center project.
The Fifth Amendment sheet is not a journalistic summary: it is a download index. It includes the main PDF of the Action Plan updated to APA5 (English), the Hazard Risk Assessment, bibliographies, the Proposed Mitigation Project Log, the Stakeholder Engagement Report, projections of expenditures and outcomes, and annexes of covered projects named on the page: PR-10, Bauta (southern water supply), Patillas (seismic dam retrofit), Trauma Center / ASEM, Pier 1, and Aguadilla Airport (Rafael Hernández), along with BCAs, narratives, and preliminary operations and maintenance plans. Publishing the index ≠ publishing a ledger of drawdowns by project.
For the post-María/Irma mitigation trail: CDBG-MIT is not direct recovery CDBG-DR, it is not FEMA Public Assistance, and it is not DOE's PR-ERF. Mixing “$8.285 billion MIT” with “$365 million DOE redirect” or with COR3 totals without labeling the source is the mistake this note avoids. Here we only account for what the APA5 fact sheet and the MIT hub document: the substantial amendment approved on October 21, 2025; the historic cap of the MIT allocation; and the list of covered project appendices that Housing makes available to the public.
Read together with Amendment 4 (August 2024) filed earlier, Amendment 5 is a version update of the same mitigation plan: more annexes, more projections, more narratives of covered projects. That does not prove, by itself, how many millions have already been committed or disbursed in Bauta, Patillas, or PR-10. The projections of expenditures and outcomes (files F / F.1–F.6 in the record) are projections; projection ≠ voucher collected. The preliminary O&M plans are preliminary plans; plan ≠ 100% funded operation.
In terms of local transparency: the value of the document is methodological. It allows asking Housing and subrecipients: does this covered project appear in APA5? Is the published BCA the same one that HUD reviewed? Does the projection of F.1 outcomes for PR-10 match the Quarterly Performance Report? How much of the line is obligated versus disbursed in DRGR? This set turns a download portal into a scrutiny tool. It also allows detecting if a politician cites “the $8 billion of mitigation” when they are actually talking about a subset or a later draft (Amendment 6 appears on the portal as a revised draft submitted to HUD in June 2026 — this primary one is not it).
Excluded from this sheet—and it must be said—is the line-by-line detail of each QPR and the closeout status of each contract. APA5 sets the framework approved in October 2025 and the annexes that Vivienda chose to publish with that amendment. Until a QPR or a DRGR extract shows cash-out, the journalist labels this as an Action Plan MIT amended/approved by HUD, not as money already in circulation.
Caveat: Labels: APA5 HUD-approved 2025-10-21; historical framework $8.285 billion CDBG-MIT (2020); annexes/projections ≠ disbursements. Do not confuse with APA4 or with draft APA6. Primary: Housing/recuperacion.pr.gov Amendment 5 CDBG-MIT; slot 2026-09-17. Obligated ≠ disbursed ≠ awarded ≠ theft; accusation ≠ conviction. Figures only according to the cited document.
