COR3: US$ 42,84 bilhões alocados e US$ 13,63 bilhões desembolsados
The financial summary of COR3 reports $42,841,735,672 allocated, $39,742,848,162 obligated, and $13,631,553,102 disbursed for the recovery of Puerto Rico. The page was updated on September 9, 2026, at 4:25:55 a.m. and reflects data as of September 8, 2026, at 1:50:30 a.m. Its declared sources are FEMA and COR3.
The first caution is accounting-related. The portal places allocation, obligation, and disbursement in separate columns. The total allocated of $42.84 billion is not money already delivered; the total obligated of $39.74 billion is also not identical to the cash disbursed. The flow indicator that the page labels as disbursed is $13.63 billion, about a third of the obligated amount, without the dashboard converting that comparison into a measure of physical work completed.
Public Assistance dominates the chart. The program shows $39,010,706,756 allocated, the same amount obligated, and $13,412,728,052 disbursed. Within that portfolio, Hurricane Maria records $35,738,116,255 allocated and obligated, along with $11,864,806,827 disbursed. These are, by a wide margin, the largest figures in the disaster summary.
For Hurricane Fiona, Public Assistance has $1,823,049,627 allocated and obligated, with $788,878,960 disbursed. The 2020 earthquakes show $1,094,372,291 allocated and obligated and $508,603,952 disbursed. COVID-19 records $161,039,961 allocated and obligated and $152,803,462 disbursed. Each line retains the disaster declaration number published by COR3.
Other items of Public Assistance are the Irma emergency, declaration 3384, with $24,096,379 allocated and obligated and $27,304,441 disbursed; Hurricane Irma, declaration 4336, with $9,232,563 allocated and obligated and $12,313,210 disbursed; and severe storms, floods, landslides, and collapses 4805, with $79,526,732 allocated and obligated and $22,485,098 disbursed. The dashboard literally shows disbursements higher than the allocation in the two Irma lines; this note does not invent an explanation.
Tropical Storm Ernesto, declaration 4850, completes the Public Assistance table with $81,272,948 allocated and obligated and $35,532,102 disbursed. Added together, the program lines amount to the $39.01 billion in its heading. COR3 describes this supplemental federal assistance as support for state, local, and nonprofit organizations within recovery and reconstruction.
The Hazard Mitigation Grant Program has a different structure. HMGP totals $3,831,028,916 allocated, $732,141,406 obligated, and $218,825,050 disbursed. Here the allocation is much greater than the accumulated obligation, and the obligation in turn is greater than the disbursement. The three amounts should not be mixed with the Public Assistance totals nor described as if they were a single stage.
María also concentrates HMGP: $2,999,975,000 allocated, $645,905,896 obligated, and $209,801,471 disbursed. Fiona appears with $621,512,134 allocated, $30,714,719 obligated, and $331,895 disbursed. The earthquakes record $138,426,140 allocated, $46,230,078 obligated, and $6,614,203 disbursed.
In the smaller lines of HMGP, COVID-19 has $35,143,994 allocated, $3,172,314 obligated, and $128,571 disbursed. Irma 4336 shows $4,228,662 allocated, $4,535,903 obligated, and $1,947,785 disbursed. Disaster 4805 records $10,860,418 allocated, $1,088,996 obligated, and $1,125 disbursed. Ernesto has $20,882,568 allocated, $493,500 obligated, and zero disbursed.
The sum of Public Assistance and HMGP produces the overall totals: $39,010,706,756 plus $3,831,028,916 equals $42,841,735,672 allocated; $39,010,706,756 plus $732,141,406 equals $39,742,848,162 obligated; and $13,412,728,052 plus $218,825,050 equals $13,631,553,102 disbursed. This reconciliation allows tracking where the headline comes from without summing twice.
The portal does not publish individual contracts, invoices, construction percentages, or completion dates on this page. Its function is a financial summary by program and disaster. Therefore, $13.63 billion disbursed does not mean that all associated work is completed, and $39.74 billion obligated does not mean that all that money is in subrecipient accounts.
As of September 8, the verifiable photograph is a portfolio predominantly of Public Assistance and María, with HMGP as a smaller but separate block. This snapshot can be compared with previous reports, but not replaced by them: the date and time of data that COR3 prints set the scope. Assigned ≠ obligated ≠ disbursed, and none of these labels alone equate to fraud, theft, or completed construction.
