El Yunque, 1903

On January 17, 1903 Theodore Roosevelt proclaimed the Luquillo Forest Reserve over public lands in the Sierra de Luquillo. The proclamation, numbered 495, names the reserve and describes its boundaries. That is the date of the United States Forest Service that this essay uses. Spain had already reserved forest land in 1876. The 1903 act is a new sovereign filing the same mountains, after Spain ceded Puerto Rico in 1898.

Luquillo Forest Reserve, January 17, 1903. Later names: Caribbean National Forest, then El Yunque National Forest.

The reserve became a national forest, was later called the Caribbean National Forest, and in 2007 received the name El Yunque National Forest, matching local speech. The Luquillo Experimental Forest shares the boundary. The International Institute of Tropical Forestry treats it as a long-studied tropical forest, not a brochure waterfall. Research plots and a biosphere reserve sit on the same slopes that take the island's windward rain.

El Yunque is a climate machine for the east. The trade winds release water over the Luquillo range; the forest holds soil and meters the rivers that run to Loíza and to the coast. A hurricane that makes landfall rearranges that canopy. María did. This file is the date of the reserve, not the storm-damage inventory. The restoration after 2017 is a later management story.

One precolonial sentence belongs elsewhere: the mountains were used and named before the Crown and before the Forest Service. The Taíno people did not disappear from the island's demographics even though empires declared them extinct. If a land essay needs that pulse, it can point to a cultural page and leave this one at the proclamation.

"Ceded, not liberated" is the 1898 pointer if you need it. The proclamation sits on ceded public land.

The public document is short. Boundaries, a name, a notice not to occupy the reserved plots. Everything else, san pedrito, tabonuco, the visitor center, is later interpretation. Start with January 17, 1903. The Forest Service date is an archive. The rain that makes the reserve worth the archive is older than the proclamation and still falls on the same windward slope.
