ENDI：AAA签约SOAR $400,000——播云Carraízo/La Plata

On September 8, 2026, El Nuevo Día detailed that AAA hired SOAR via expedited process for $400,000 to seed clouds over the Carraízo and La Plata basins. It is the same 2015 firm; that year’s final report (144 pages) found limited effectiveness: of 27 events, one significant, three moderate, 16 minimal and seven null.

Carlos Pesquera (special water-stability coordinator) said the technique stimulates available moisture and complements northern wells. González Delgado defended it as a tool used worldwide. The governor cited California/Texas and a 2015 precipitation rate between 5% and 15% —“5% is gold” for Carraízo and La Plata— while the 2015 report said effectiveness was “limited.”

Emergency purchase notice August 19; purchase order August 22 validates $400,000 for two months. First flight September 5 after Saharan dust. Scientists (Soderberg/WMO-NOAA, Morales NWS, Méndez Lázaro) warn of island/tropics limits. Obligation/contract ≠ measured rain. Cousin: 716. Primary: El Nuevo Día 2026-09-08.
