Esencia反击:陈述质疑机构反对意见

On September 1, 2026, NotiCel (Atty. Lisoannette González) covered the Esencia proponents’ Senate brief (filed August 31), which seeks to contrast public agency objections with the administrative record. They argue the project was designed not to rely on public infrastructure amid pressure on water and power.

On water, they quote an AAA official (“We do not have a system to supply it”) as a limit of the public network, not as absence of resource; they also cite AAA engineer Ricardo Velázquez under oath that the infrastructure would be “entirely private.” On PREPA, they contrast “We oppose the project” (August 27 hearing) with a November 10, 2025 letter that, according to the brief, recognizes independence through the project’s own wells.

The defense cites an Environmental Impact Statement of more than 8,500 pages, consultation with more than 20 agencies, ~100 technicians, four days of hearings in Cabo Rojo, and Location Consultation CUB-013470 (July 30, 2026). They project ~$2,600 million in private investment; Estudios Técnicos estimates ~17,000 jobs (direct/indirect/induced), $399 million in tax contributions and total activity of $7,326 million. Units: 1,664 (530 hotel / 1,134 residences) versus 5,110 previously (−76.2%); 75% of the parcel preserved.

Proponent brief ≠ adjudication. Job/tax estimates ≠ disbursement. Primary: NotiCel. Cousin: none.
