FEMA:向关键基础设施拨付$244.5 million(AAA、AEE、AVP、Adjuntas)
On August 16, 2026, Sin Comillas reports the Government announced the disbursement of $244.5 million in funds assigned by the Federal Emergency Management Agency (FEMA) to accelerate critical-infrastructure projects: drinking water, electric power, public housing and municipal roads. Disbursed is not obligated. Assigned is not disbursed. This note anchors that $244.5 million package, not the year-to-date cumulative.
Breakdown printed in the note: $193.2 million to Aqueduct and Sewer Authority (AAA) projects; $41.2 million to the Electric Power Authority (PREPA), including $1.6 million for works executed by LUMA; $9 million to the Public Housing Administration (AVP); and $1.1 million to the municipality of Adjuntas. Separate from AAA’s CIP and water FAASt.
As flow context, Sin Comillas adds that between January and August the Central Office for Recovery, Reconstruction and Resiliency (COR3) has disbursed $1,300 million assigned by FEMA. That January–August cumulative neither replaces nor is added here to the $244.5 million announcement package. It also does not erase COR3’s first-half picture ($1,027 million in H1 2026), which is another note and another cut.
Examples cited in the primary: $75 million advance for the Sergio Cuevas Water Treatment Plant (AAA); $35.8 million to rehabilitate the Culebrinas plant and pumping station in Aguadilla (more than 18,500 families); at PREPA, much of it to vegetation management, with the U.S. Army Corps of Engineers (USACE) brought into critical transmission corridors; $9 million of AVP across six residentials (waterproofing, drainage, doors, windows, lighting, repairs); Adjuntas, $1.1 million for a road in Yahuecas. Figures from the reportage. This desk does not audit them line by line.
Left: $244.5 million disbursed in that announcement, a no to treating the $1,300 million cumulative as the same pot, and disbursed ≠ obligated ≠ theft. Primary: Sin Comillas 16 Aug 2026.
