OPAL:LUMA收到超出预算$889 million

On December 12, 2025, El Vocero (Istra Pacheco) reported that a Legislative Assembly Budget Office (OPAL) review concluded LUMA Energy received, from 2022 to 2025, more than $889 million above what was budgeted to operate the transmission and distribution grid — a 26.8% excess over the period, per the headline and analysis based on Financial Oversight Board (FOMB) certified budgets for the Puerto Rico Electric Power Authority (PREPA).

The evaluation was done under House Resolution 42, after LUMA allegations that PREPA owed it funds. Representative Víctor Parés (Government Committee) said the transfers leave it “established that the government has no debt” with the operator; in his quote he spoke of about $899 million over budget and a ~26.8% over-disbursement.

FOMB 2022–2025 budgets for PREPA→LUMA payments: $3,160.6 million (2025: $827.4 million). Reported transfers: $4,049.7 million. OPAL also found LUMA’s funding requests would be ~47.3% higher than transfers; FY2023–24 requests between $1,602.3 and $1,710.3 million, and FY2025 $3,090.8 million (+81.7% vs the prior year cited).

OPAL (Act 1-2023) stressed the report is expository and descriptive: it does not adjudicate electric-system liquidity disputes or judge public or private actions. The note also recalls recent LUMA measures (layoffs of more than 160 employees; temporary cancellation of night brigades) under the argument of PREPA funding shortfalls.

Transfer / excess vs budget ≠ adjudicated theft. Alleged PREPA debt ≠ OPAL finding. Descriptive report ≠ judicial adjudication. Primary: El Vocero. Cousin: none.
