审计长CP-06-01:AAA——EPA/卫生罚款与缺陷水厂
On August 3, 2005, the Office of the Comptroller published Audit Report CP-06-01 on the Aqueduct and Sewer Authority (AAA / Unit 3020): fifth evaluation of drinking-water and wastewater plants, with audit period July 1, 2003 to February 28, 2005. Opinion: the examined operations were not conducted in accordance with applicable law and regulations; findings 1–4 are classified as principal.
In the special comment, from January 27 to December 23, 2004 EPA imposed fines of $1,225,880 for Clean Water Act violations at seven drinking-water and three wastewater plants. In calendar year 2004, Health imposed $2,576,420 for bacteriology (one plant), turbidity (50 plants) and continuous chlorine monitoring (124 plants). The Comptroller totals $3,802,300 in private resources to AAA — fine ≠ theft; regulatory noncompliance ≠ criminal offense in this report.
For fiscal years 2000–01 through 2003–04 the Authority generated revenues (operations, subsidies and other) of $2,561,250,000 and incurred expenses of $2,604,731,000 (cited net loss $43,481,000). Auditors visited 83 plants (62 drinking / 21 wastewater) between January and March 2005; finding 1 details thousands of deficiencies in records, equipment, supplies, NPDES samples and uncertified staff. Finding 2 notes plants without an operator for parts of the day and weak security when a shift was missing. The report recalls AFI transferred projects of ~$279 million (FY 2000–01 to 2003–04) plus ~$31 million more through Sept. 2004, and that the Government resumed operational control April 1, 2004 after ending the ONDEO contract. Similar situations in CP-04-25 and earlier went unaddressed. Recommendations to the Justice Secretary, the Board and the Executive President. Primary: OCPR CP-06-01 2005-08-03.
