HHS детализирует $143,4 млн Head Start после Фионы для Пуэрто-Рико, Флориды и Южной Каролины

On September 13, 2026, this board reviews the HHS notice published in the Federal Register on July 30: the Administration for Children and Families (ACF), Office of Head Start (OHS), announced its intention to award multiple single-source grants totaling $143,436,162 to recipients in Florida, South Carolina, and Puerto Rico whose Head Start services were disrupted or impacted by Hurricanes Fiona and Ian. The total is multi-jurisdictional. Titling it as $143.436 million 'for Puerto Rico' would be false.

The federal table mixes recipients from the three places, without a territorial column in the plain text. Without assigning jurisdiction to ambiguous entities, identifiable Puerto Rican entities do appear along with exact amounts: Fundación Para el Desarrollo de Hogar Propio, $3,794,815 and another action of $100,000 and another of $636,000; Municipality of Humacao, $388,508, $1,564,999 and $2,482,572; Municipality of Bayamón, $1,603,600; Municipality of Carolina, $17,681,107 and $13,657,254; Municipality of Guayama, $1,458,192, $2,808,818, $90,000 and $3,978,361; Municipality of Ponce, $945,000; Municipality of Isabela, $1,707,919; and Red por los Derechos de la Niñez y la Juventud de Puerto Rico, $1,066,441 and $22,662,122.

The list continues with the Municipality of Orocovis, $4,556,732; Municipality of Yabucoa (printed as "Yabuacoa" in the federal text), $480,000; Quintana Baptist Church Head Start Program, $2,104,916; Municipality of Guaynabo, $2,051,700; Municipality of Dorado, $532,631; Municipality of Adjuntas, $701,120; Municipality of Patillas, $169,700; Municipality of Quebradillas, $996,702. These allocations are separate awards, although some are repeated by recipient. They should not be added to the regular Head Start package announced on September 1 without verifying that it is not the same action reported through another channel.

The single-source structure means that OHS chose specific containers based on disaster needs, not that it held a new open competition. That does not eliminate terms, monitoring, or auditing. The notice says 'intent to award' and 'notice of issuance'; it does not certify that each construction is completed. An award of $17,681,107 to Carolina is not a final disbursement nor an approved invoice. Obligation is not disbursed; announced repair is not reopened building.

Fiona's scale still appears four years later because Congress allowed distribution until September 2027 and spending within 36 months per award. That schedule explains why a 2022–23 appropriation generates visible actions in 2026. It does not prove illegal delay by itself. To assess delay, one must compare the award date, work plan, milestones, and outlays, information that this notice does not provide.

The federal notice also includes recipients from Florida and South Carolina, such as Mid Florida Community Services, Children First, Wateree Community Action, and Chesterfield Marlboro County Economic Opportunity Council. That mix reinforces caution: the total $143,436,162 is the complete table. This table does not produce a Puerto Rico subtotal because the public format does not label each row by state and some organizations may operate regionally.

Summary of September 13: HHS/ACF/OHS published a single-source package of $143.436 million for the consequences of Fiona and Ian in three jurisdictions; Puerto Rico has multiple recipients and exact items in the table; each award must be spent in 36 months. Total of the package is not the total of the Island.
