On September 8, 2026, the Energy Bureau issued a Resolution and Order in NEPR-MI-2019-0007 requiring LUMA to answer Requirements of Information on FY2025 performance metrics (1 Jul 2024–30 Jun 2025). The order anchors transmission and distribution reliability; ROI ≠ September 8 blackout.

After reviewing LUMA’s quarterly reports (Nov 2024, Jan/Apr/Jul 2025), the Bureau orders within ten business days: list IEEE Beta Major Event Days (MED) with date, cause, customers interrupted, customer-minutes and SAIDI impact; explain whether FY2022–FY2025 line and substation inspections are comparable; deliver multi-year SAIDI/SAIFI with and without exclusions under a consistent method; and correlate inspections with reliability performance.

It warns of fines under Art. 6.36 of Act 57-2014 for noncompliance. MED/SAIDI data request ≠ confirmation of a load-shedding event that day; reliability metric ≠ one customer’s bill.
