On September 2, 2026, Ey Boricua (José E. Maldonado Marrero) covered the Senate appearance of OGPe, DNER, the Planning Board and the Municipality of Cabo Rojo on Esencia. Estimated development demand stood at 1,253,306 gallons per day; AAA certified the Betances plant lacks design capacity for that load without expansion works.

DNER has authorized test borings on at least three occasions (May 2025, June and July 2026). Secretary Waldemar Quiles Pérez said any future franchise would be conditioned on a Saltwater Intrusion Mitigation Plan and that, if science shows ~1.5 MGD will not affect AAA aquifers or cause intrusion, he would have a “ministerial duty” to grant it. Sen. Eliezer Molina replied that “the water-demand capacity does not exist right now.”

Mayor Jorge A. Morales Wiscovitch kept a conditioned conceptual endorsement expiring October 27, 2026: it is “void” if AAA warns of low pressure unless significant improvement or demonstrated independence.
