AAA и AEE: нынешние системы не тянут Esencia; CTPR уточняет: кредиты ≠ вода
On August 27, 2026, Metro covered the Senate hearing where AAA and PREPA warned of insufficient capacity for Esencia. Ann Ventura (AAA) reiterated that since September 26, 2024, Betances cannot supply estimated demand of 1,252,806 gallons per day; the Lajas Urban System also cannot, though Mayagüez would have residual if north–south conveyance upgrades are built.
Fabiola Rosa Roldán (PREPA) said Valle de Lajas irrigation runs at its 23.68 million gpd maximum (agriculture + AAA) and “does not have the capacity even to serve as backup.” She asked that desalination be evaluated and that DNER run a hydrogeology assessment before authorizing wells.
Raúl Márquez (CTPR) limited Tourism’s role to Act 74-2010 benefits: eligible investment ~$1,244 million and estimated credit ~$497.6 million over six phases, plus a June 2025 conditioned recommendation — which “does not constitute a permit or a certification” of sufficient water. Credit≠disbursement; hearing opposition ≠ judicial veto. Primary: Metro 27 Aug 2026.
