Держатели облигаций AEE отвергают предложение медиации ~$3,000 million
On July 14, 2026, Metro reported that a group of Puerto Rico Electric Power Authority (PREPA) bondholders rejected the Oversight Board’s latest mediation proposal, valued at about $3,000 million (cash and new bonds), and accused it of prolonging the Title III bankruptcy open since 2017. Per the creditors’ statement, the offer would pay less than a quarter of the accrued value of their claims and was disclosed without real chances of agreement. This note tracks Metro: mediation offer ≠ confirmed plan of adjustment.
Bondholders argue the approach ignores their legal rights and the evidence — in their view — that payment is possible via “just and reasonable” rates, and that the offer does not match the corporation’s revenue capacity or First Circuit and Energy Bureau decisions. They keep an alternative with $2,500 million of immediate financing for other creditors and grid investments while restructuring continues. They allege lengthening the case limits market access, delays federal reconstruction funds and deteriorates infrastructure.
At a public meeting, executive director Robert Mujica anticipated it is unlikely to resolve the bankruptcy that year given litigation by bondholders claiming about $12,000 million, though the Board remains in mediation. Judge Laura Taylor Swain ordered discussion of PREPA’s net-revenue calculation — key to any eventual plan of adjustment — at that week’s omnibus hearing. Primary: Metro 2026-07-14.
