On June 27, 2025 the Financial Oversight and Management Board (FOMB) certified the Commonwealth’s consolidated budget for fiscal year 2026 at $32.7 billion: general fund $13.1 billion, special revenue funds $5.4 billion and federal funds $14.2 billion. The document was developed jointly with Governor Jenniffer González Colón’s administration and the Legislative Assembly. More than 60 percent of total financing goes to health, education, public safety, housing and retirees. This note tracks the Board release: certified budget ≠ disbursement.

The general fund raises spending 1.5 percent versus the prior year, excluding revenue reclassifications into special funds. It includes support for the Department of Education’s special-education program and covering the wage share for firefighters, paramedics and correctional officers formerly paid by expired COVID-19 stimulus funds. Federal financing fell about $1.2 billion, partly from lower education funds. The budget retains 5 percent of most agencies’ spending for eight months to avoid deficits if General Fund revenues fall, federal funds are cut or Medicaid rises; pensions, public safety, certain transport and IVU distributions to municipalities are exempt.

There is a reserve for rising health costs tied to the state Medicaid share, and line items that could be reallocated if further federal cuts arrive. Targeted investments: $95 million in health (resident physician subsidies, nurse increases, new ambulances) and $65 million in social programs (elder and disability care, childcare vouchers, services for sexual-abuse victims).
