PH: AAA inicia semeadura de nuvens — contrato SOAR até $400.000

On September 8, 2026, Primera Hora reported that AAA launched “cloud seeding” against the drought. A month earlier, executive president Luis González Delgado had brusquely rejected questions on the topic (“who here has spoken of cloud seeding?”); now he said the initiative was evaluated in August and the first operation was Saturday September 5 under favorable conditions.

AAA hired Seeding Operations & Atmospheric Research (SOAR) via expedited emergency process: estimated cost up to $400,000, term through November. The governor, by release, called seeding an “additional tool” that does not replace other measures. González Delgado said it does not create rain without conditions and uses controlled saline solutions; operations depend on weather; SOAR must report results to AAA for disclosure.

The technique was used in the 2015 drought; geomorphologist José Molinelli Freytes holds it did not work. Contract/obligation ≠ measured precipitation. Cousin: 718. Primary: Primera Hora 2026-09-08.
