Esencia: “há água suficiente e em excesso” para o projeto e Cabo Rojo

On September 4, 2026, Prensa Abierta (Hilary Guzmán) reported remarks by Roberto Ruiz Vargas, authorized representative of Cabo Rojo Land Acquisition, during a recess of the Senate Esencia hearing. He said “there is not only enough water and more to run the project” and that there is supply “for all of Cabo Rojo’s needs,” attributing the problem to public infrastructure, not absence of water.

Ruiz Vargas insisted the plan is “not counting on” AAA: the record, he said, shows where they would take water, how they would treat it and how they would deliver it. He cited federal aquifer studies “that are not being used” and said the plan must show DNER and other bodies that extraction will be sustainable. As contingency he mentioned desalting well or seawater.

On injecting surplus water or power into public networks, he clarified the project is “not contingent” on that injection; they wish to contribute if agencies prepare facilities, but stated viability does not depend on it.
