Controller: qualified opinion on Housing R3; $253,139 unused house

On Apr. 29, 2026, Controller Carmen A. Vega Fournier released Audit Report OC-26-23 on the Housing Department. Qualified opinion except findings 1–3 on the R3 CDBG-DR program. Finding 1: a house rebuilt for $253,139 was never occupied after foreclosure. Findings 2–3 cover eligibility samples and deficient work. A finding is not theft. Source URL is the live OCPR release.
