Primaria: epa.gov/newsreleases. Last updated June 6, 2024. Cousin: 947 (CWSRF). Anuncio ≠ obligated ≠ disbursed ≠ theft.

Según EPA, el upgrade de $22.7 million, funded by the Bipartisan Infrastructure Law y administered by the Puerto Rico Department of Natural and Environmental Resources (DNER) through the Clean Water State Revolving Fund (CWSRF), moderniza la segunda planta de tratamiento de aguas usadas más grande de Puerto Rico. El treated waste merges with outputs from other regional plants before being released into the Atlantic Ocean.

Alcance físico citado: replacement of catwalks, gratings, and six inflowing pumps for maintenance and inspections; six inflowing pumps for water movement upgraded or replaced; upgrades to the screening building, mechanical screens, belt conveyor system and other key parts. Ceremonia en el site con EPA Deputy Administrator Janet McCabe, Regional Administrator Lisa F. Garcia, PRASA President Doriel Pagán y DNER Secretary Anais Rodriguez.

McCabe: investment in the health and future of over 260,000 residents. Garcia: partnering with local governments for reliable and clean water services. El release enmarca broader BIL investments, pollution address y job opportunities — benefit language, not audited expenditure.

Etiquetas: $22.7 million BIL/CWSRF announce ≠ grant closeout ≠ cash-out. CWSRF/DNER ≠ EPA cheque a PRASA. Funding to begin upgrade ≠ project completed. Cousin: 947. Topic: both. Distinto de DWSRF lead pipes (974).

Lectura de mesa: pot, mecanismo y scope fijos; obligation/disbursement = follow-up.

Obligated ≠ disbursed ≠ theft.

Caveat: Etiquetas: Bayamón WWTP $22.7 million BIL/CWSRF; ~260k residents; 40/68 MGD. Announce ≠ desembolsado. Primaria: epa.gov Bayamón WWTP release 2024-06-06. Obligado ≠ desembolsado ≠ allocated ≠ FOA ≠ robo; acusación ≠ convicción. Cifras solo según el documento citado.
