Six jours plus tard, la déclaration majeure pour Irene a ouvert trois types d’assistance
On August 28, 2011, six days after the emergency declaration for Irene, the Barack Obama White House reported a major disaster declaration for Puerto Rico. Borinquen retains this unique follow-up in the slot of September 14, 2026. The action responded to hurricane damage from August 21 and separated three lanes: assistance to individuals, cost-shared public work, and hazard mitigation for the entire territory.
For individuals, the release made federal funding available in Caguas, Canóvanas, Carolina, Cayey, Loíza, Luquillo, and San Juan. The aid could include grants for temporary housing and repairs, low-interest loans for losses not covered by insurance, and other programs for individuals and business owners. “Can include” does not prove that each modality operated the same in each municipality nor that every applicant received an amount. Loan and grant have different financial consequences.
For governments and certain private non-profit entities, the geography was different. Cost-shared funding for emergency work and repair or replacement of damaged facilities covered Aguas Buenas, Carolina, Cayey, Ceiba, Comerío, Juncos, Las Marías, Luquillo, Morovis, Naguabo, Orocovis, Utuado, Vega Baja, and Villalba. Carolina, Cayey, and Luquillo appear in both groups, but the lists are not interchangeable: Individual Assistance and Public Assistance address different recipients and costs.
The third lane was hazard mitigation cost-shared for all of Puerto Rico. That territorial availability does not mean that a project was approved in every municipality. Mitigation requires proposals, benefits, eligible costs, and subsequent approvals. The statement also does not publish the federal cost share percentage for repairs or mitigation, nor a total figure. Importing the 75% from the August 22 emergency declaration to this entire declaration would be an assumption not supported by this page.
W. Craig Fugate again named Justo Hernández as Federal Coordinating Officer. FEMA said that evaluations were continuing and that additional municipalities could be designated. The list is, therefore, the status as of August 28, not necessarily the final map. Residents and businesses of designated municipalities could begin registering the next day via DisasterAssistance.gov or by phone. Registration opening ≠ eligibility determination ≠ award ≠ payment.
Read in sequence, Irene's two primary [statements/orders] avoid a common simplification. On August 22, the emergency covered the 78 municipalities for coordination and limited direct federal assistance to protective measures with 75% federal. On the 28th, the major declaration named specific municipal groups for individual and public assistance, in addition to territorial mitigation. They are not two identical pools nor duplicated money; they are successive authorities with different scopes.
To audit the economic trail, declaration numbers, amendments, valid registration data, approved amounts, project worksheets, obligations, reimbursements, SBA loans, and closeout are needed. The release does not contain those ledgers, nor total damages, nor the number of households. It does offer an initial eligibility matrix sufficiently concrete to contrast any retrospective claim: who could request what type of aid on that date and where.
For the money track, the lesson of this follow-up is geographical and categorical. Seven municipalities for individuals, fourteen for public work or repair, and territorial mitigation: three maps, not one. Carolina, Cayey, and Luquillo cross categories, but that does not authorize adding the same dollars twice. Without awards and reimbursements, the release remains as the initial eligibility matrix, not as Irene's balance.
Caveat: This major disaster declaration opens availability and programs; it does not report dollars awarded, obligated, or disbursed. Individual Assistance municipalities ≠ public work municipalities; territorial mitigation ≠ project approved in each municipality. Loan ≠ grant.
