Metro : la Junta exige plus de données avant d’autoriser ~$9.69 million pour cinq puits AAA
On September 11, 2026, Metro reported that Robert Mujica (Fiscal Oversight Board) asked the government to clarify viability, reactivation timelines and future costs for five AAA wells before evaluating up to $9,688,345 from the Emergency Reserve to rehabilitate them amid the drought.
In a letter to Governor Jenniffer González Colón, Mujica warned that AAA already faces fiscal and operational challenges and that the emergency partly reflects insufficient maintenance: “This has to change.” Fortaleza’s Sept. 1 request seeks to expand a prior authorization for evaluation, rehabilitation and reactivation of those wells.
The Board wants per-well: date and reason out of service, prior production, service area, current condition, water quality, pending studies, why these five versus other options, hydric benefit vs reservoirs/Super Aqueduct, a breakdown of the requested cap, and annual O&M costs. Emergency authorization ≠ a blank check without a fiscal plan. Primary: Metro 2026-09-11.
