SOAR (ensemencement) : « pas de garanties » ; contrat AAA jusqu’à 400 000 $

On September 9, 2026, Metro reported that Gary Walker, owner of Seeding Operations & Atmospheric Research (SOAR), said on Jugando Pelota Dura that AAA-contracted cloud seeding does not guarantee sought results and that available time may not suffice. “There are no guarantees… you have to pray,” he summed up. Contract ≠ assured precipitation.

Walker said “10 feet of water in the lake” are needed and that “our opportunities will not be enough in a short period.” His summer programs usually last five or six months; in Puerto Rico the AAA deal is up to $400,000 through November 2026, with first operations September 5. The technique does not create rain from nothing: it needs clouds with suitable conditions.

Metro places the interview in the drought and AAA-effort context; Walker said a lot of rain would be needed — even alluding to a hurricane — but clarified he does not want a destructive system. Contractor claim ≠ independent scientific evaluation (cousin: PH/ENDI seeding 716–718). Primary: Metro 9 Sep 2026.
