The grant is listed as active and linked to FEMA-4336-PR and FEMA-4339-PR declarations.

The report shows $8,498,623,412.48 obligated to date. For the quarter, the obligation line is negative by $67,177,724.29, as shown in parentheses; the PDF should not be read as if that reduction were a disbursement or a loss finding.
The accumulated drawdowns total $5,288,144,407.62, of which $219,243,614.76 correspond to the reported period. The accumulated amount is distributed as $1,199,453,239.42 for B-17-DM-72-0001, $4,044,925,304.29 for B-18-DP-72-0001, and $43,765,863.91 for B-19-DP-72-0001. The program funds drawn total $5,262,449,626.51, and the program income draw totals $25,694,781.11.
The line item for funds spent reaches $5,286,771,122.32 to date and $219,243,614.76 in the quarter. The accumulated expenditure by component is $1,196,870,806.84, $4,046,134,451.57, and $43,765,863.91, respectively. For areas identified by HUD as the most impacted and distressed, the document reports $4,912,913,434.76 accumulated and $233,447,605.43 during the period.
The list of entities with spending during the quarter shows the scale of Housing and the Authority for Housing Financing. The Puerto Rico Department of Housing appears with $116,943,019.03 in the period and $3,445,706,052.91 accumulated. Puerto Rico Housing Finance appears with $87,973,642.60 in the period and $1,378,075,443.21 accumulated. The Economic Development Bank records $908,402.55 quarterly and $334,330,033.14 accumulated.
Quarterly expenses are also reported, among others, for Foundation for Puerto Rico for $1,354,162.84; Humacao for $584,806.35; Salinas for $2,308,117.36; San Sebastián for $2,365,165.15; Utuado for $1,841,003.34; Corozal for $2,544,468.64; Hormigueros for $606,568.81; and Aibonito for $929,959.82. These are lines of funds spent that the QPR attributes to entities, not new awards announced in the quarter.
General benefit indicators vary by grant. B-17-DM-72-0001 has a target of 70%, a projection of 91.49%, and a current result of 75.24%. B-18-DP-72-0001 shares the 70% target, projects 83.04%, and reports a current 38.37%. B-19-DP-72-0001 also has a 70% target, a projection of 88.15%, and a current result of 11.48%. The QPR separates target, projection, and current data; they are not interchangeable.
The programmatic scope of the document ranges from financing for small businesses, incubators, and accelerators to RE-GROW Puerto Rico for urban-rural agriculture, job training, and an investment portfolio for growth. In housing, it lists repair, reconstruction, and relocation; title clarification; rental assistance; social housing; housing counseling; gap for low-income housing tax credits; and community energy and water resilience.
The report also includes multiple LIHTC developments and affordable housing projects, each with its own activity tables. It is a DRGR document with thousands of lines, not a simple press release. Therefore, its main figure must keep the correct label: $8.50 billion obligated, $5.29 billion drawn down, and $5.29 billion spent are distinct categories, even though two totals are very close.
Finally, the status “Submitted – Await for Review” describes the state of the QPR before HUD. It does not mean that HUD has approved every narrative, every adjustment, or every activity at the time of filing. The honest picture as of June 30, 2026, is that of an active $10.01 billion grant, with an accumulated obligation of $8.50 billion and more than $5.28 billion both in disbursements and reported expenditures.
