Fonds de résilience énergétique : cadre de 1 Md$ et jusqu’à 365 M$ vers la PREPA

On September 4, 2026, the DOE sister note is anchored on the programmatic page of the Puerto Rico Energy Resilience Fund (PR-ERF) on energy.gov (Office of Electricity / GDO). The institutional main page summarizes the arc of the fund: on February 21, 2023, the Grid Deployment Office launched the PR-ERF of $1 billion to support grid resilience efforts in Puerto Rico, funded by the FY 2023 Consolidated Appropriations Act and managed by DOE in consultation with FEMA and HUD. It is not a made-up press release from September 2026; it is the live program sheet, read in the slot of September 4.

The same page documents the Solar Access Program, launched in February 2024 to connect low-income households in Puerto Rico with subsidized residential solar and storage systems. It also records, as of September 30, 2025, that the DOE announced it is reallocating up to $365 million to address the grid resilience crisis and maintain affordable energy. That money, the DOE says, will support practical fixes and emergency activities; the GDO will oversee the effort and provide funding to the Puerto Rico Electric Power Authority (PREPA) to carry out necessary grid repairs.

Read together with the GDO announcement of May 21, 2025 (note 805), the programmatic page confirms two temporal layers of the same pool: first a redirect intent (May 2025); then a reallocation announcement “up to $365 million” (September 30, 2025) with PREPA as the announced recipient for repair executions. None of these phrases, on their own, prove how many dollars have already left the federal Treasury for PREPA accounts or contractors. “Provide the funding to PREPA” in website language ≠ voucher disbursed.

The $1 billion fund is the macro framework. Within that framework, the DOE has described in related materials (including PR-ERF Q&As) that more than 6,000 low-to-moderate income households and households with people with disabilities have already received systems under Solar Access —a metric of installations, not of dollars disbursed from the $365 million redirect—. The Q&As also state that the DOE notified Congress and OMB about key reallocations, including a January 6, 2026 notice to Congress about the reallocation of rooftop solar funds toward practical generation and grid fixes. That notice is a procedural milestone; it does not substitute for a cash-out ledger.

For the post-María/Fiona trail: the PR-ERF is not FEMA Public Assistance nor Housing CDBG-DR. It is a different congressional vehicle, administered by DOE, designed for energy resilience after disasters and decades of underinvestment. Mixing “$1 billion PR-ERF” with “$11 billion FEMA grid” (figures from other agencies) without citing the source is exactly the mistake this note avoids. Here we only report what the DOE page says: launch $1 billion (Feb 21, 2023); Solar Access (Feb 2024); reallocation up to $365 million announced on Sep 30, 2025, to PREPA for grid repairs.

The local journalist should ask, regarding the following official document: how much of those up to $365 million is obligated in signed awards? How much has been disbursed? What specific projects (generation, vegetation, controls, substations) appear in the scope? How is double-counting with FAASt/FEMA avoided? The PR-ERF page does not answer these questions with a table; that is why the caveat is harsh. What it does do is set the programmatic ceiling ($1 billion), the politically disputed sub-pool ($365 million), and the nominal recipient (PREPA) for the repairs announced in September 2025.

In political/economic terms: a billion-dollar fund that is launched in 2023, opens a residential solar program in 2024, and in 2025 redirects hundreds of millions toward 'grid fixes' is a map of changing priorities, not a continuous stream of cash. Borinquen files the primary so that the reader can check later announcements against the institutional text, without confusing appropriated, launched, awarded, redirected, reallocated, obligated, or disbursed.

Caveat: Labels: $1 billion fund launched; Solar Access launched; reallocating up to $365 million (announcement 2025-09-30); funding to PREPA announced ≠ disbursed. Primary: DOE PR-ERF program page (energy.gov/oe); slot 2026-09-04. Obligated ≠ disbursed ≠ awarded ≠ theft; accusation ≠ conviction. Figures only according to the cited document.
