COR3 : $1,027 million décaissés au premier semestre 2026 (FEMA)

On July 19, 2026, Governor Jenniffer González Colón announced that the Central Office for Recovery, Reconstruction and Resiliency (COR3) disbursed $1,027 million in the first half of 2026 from FEMA funds for reconstruction and hazard mitigation after multiple disasters. The figure exceeds the same 2025 period by $94.7 million.

María L. Marín Colón, COR3 interim executive director, attributed the rise to more projects in the construction phase and said disbursements will keep rising as large works advance. “At COR3 we keep the commitment… to process reimbursement requests and fund advances with agility so subrecipients have the cash flow they need,” she said. She explained FEMA programs operate by reimbursement or advance, depending on the request type from municipalities, agencies or nonprofits.

In the first six months, COR3 received 2,880 reimbursement or advance requests totaling $2,093.1 million. Of that amount: $1,027 million was disbursed in cash; $843.9 million corresponds to expense validations under the Working Capital Advance (WCA) pilot; and the remaining $222.1 million was still pending disbursement. Marín Colón stressed technical assistance to align execution and disbursement pace “from the start of construction through project completion.”

The announcement points to COR3’s Transparency Portal to track project and disbursement progress, and recalls fraud-reporting channels (transparency@cor3.pr.gov; OIG). Subrecipient request ≠ federal obligation ≠ cash in hand. WCA validation ≠ final disbursement. COR3 disbursement ≠ theft. Cousin: 691 (FEMA PA/HMGP). Primary: COR3 2026-07-19.
