Le NEPR rejette la hausse demandée par LUMA, Genera et l’AEE

On April 15, 2026, NotiCel reported that the Puerto Rico Energy Bureau (NEPR), of the Public Service Regulatory Board, issued a Resolution and Order in the fixed-rate review of the electric system for fiscal years 2026, 2027 and 2028, rejecting the increase sought by LUMA Energy, Genera PR and the Puerto Rico Electric Power Authority (PREPA).

Operators sought a permanent increase of about $1,360 million above the budget consumers pay: roughly $1,900 million (LUMA), $460 million (Genera), $120 million (PREPA) and about $307 million for Authority retiree pensions. After reviewing the record, evidence and citizen participation in hearings, NEPR kept required revenue for operating expenses at about $1,700 million annually.

Among factors cited: availability of about $21,000 million in federal funds assigned by FEMA and the U.S. Department of Energy for reconstruction and modernization, allowing infrastructure work without immediately shifting those costs to the bill. The Bureau redistributed the rate structure: pension costs leave a separate rider and move into the base rate so more consumers — including net metering — contribute. Per the note, the determination does not imply a negative impact on the average residential customer bill.

NotiCel details the change takes effect July 1; for example, the residential fixed charge gradually moves from $4 to $8, with a reduction in the base kWh charge in typical cases (~800 kWh), and similar effects for small commercial and industrial users. The Bureau also highlighted projects aimed at stabilizing the system and cutting long-term generation costs.

Increase request ≠ approval. Assigned federal funds ≠ disbursed into the rate. Rate redistribution ≠ automatic rise in the average residential bill. Primary: NotiCel. Cousin: none.
