OCPR CP-05-29 : Extension agricole (RUM) — contrôles et contrats

On June 20, 2005 the Office of the Comptroller issued Audit Report CP-05-29 on the Agricultural Extension Service of the Mayagüez Campus (SEA), covering operations from July 1, 1996 to June 30, 2004 (with noted extensions). SEA, part of the RUM College of Agricultural Sciences, operates regional and local offices with state, federal and other revenues.

Per SEA Budget certification, in fiscal years 2000–01 through 2003–04 it received appropriations and revenues of $85,059,871 and incurred expenses of $86,352,615, an accumulated deficit of $1,292,744. The Comptroller issued an adverse opinion: collections, accounts receivable, professional/consulting contracts and disbursements were not conducted in accordance with applicable law and regulations.

Principal findings (1–3) and one secondary (4): Collections Regulation (1975) outdated versus the FRS system; conflicting Official Collector functions; accounts-receivable deficiencies (222 invoices for $4,589,078); 97 contracts + 7 amendments for $4,965,501 with late or missing filings at the Office of the Comptroller, retroactive formalizations and disbursement-voucher failures. It notes recommendations from CP-97-5 and CP-97-7 went unaddressed for years.

Audit findings ≠ criminal charge or proven theft. Primary: OCPR CP-05-29 (2005-06-20).
